With Covid-19, This Much is Not Enough

Yesterday, Houston's Texas Medical Center had 1,330 ICU beds and 1,350 patients to fill them. It's reassigning 373 more beds to its ICU and could add 504 more. Meanwhile, Harris [County] Health Systems has sent 33 patients to outside hospitals -- including a pediatric hospital.

So when Texas Lt. Gov. Dan Patrick says that Texas has done a lot more on the Covid-19 crisis than Dr. Fauci says it has, can he point to TMC as an example of good planning? 

Does this mean Texas has the Covid-19 situation in hand?

Was Governor Abbott rushing the calendar when he allowed Texas businesses to start reopening? Should Texas impose a state-wide mask requirement?

If the federal government was on the job, would they lean on Texas to do more?
